Louisiana’s ARPA NEMT Program Ends September 30

The pandemic-era supplemental program sunsets this month; final provider payments issue October 31.

BATON ROUGE — Louisiana's ARPA-funded supplemental NEMT program terminates effective September 30, 2026, per the Louisiana Department of Health. The final payment to participating NEMT providers will issue on October 31, 2026.

The program was one of the pandemic-era enhancements funded through the American Rescue Plan Act's home- and community-based services money — a category of temporary funding that propped up provider payments across multiple states, and which is now sunsetting on staggered schedules as the federal dollars run out.

The operator math

For Louisiana operators, the practical questions are immediate: what did the ARPA supplement represent as a share of your per-trip revenue, and does your route economics still work without it? Operators who built staffing or fleet decisions on supplemented rates have a quarter, at most, to adjust.

The wider lesson applies outside Louisiana: temporary money ends on schedule, and the schedule is published. Several states still carry ARPA-era enhancements to transportation-adjacent programs, each with its own sunset date buried in provider memos. If part of your rate depends on a supplemental program, know its termination date — it is the single most predictable revenue risk on your books.
